D. C. Knudsen is an independent consultant on personnel management issues that include position classification, job grading, personnel staffing, and pay issues under the Fair Labor Standards Act. His consultant work over the past seventeen years has provided analysis of personnel issues and expert testimony in court, administrative hearings, and arbitration of labor grievances. In addition to his primary work which has related to employment in the federal government, he has had extensive work with international organizations on job grading systems.
