He served in government as an agency representative, then as Chief of Staff to the General Counsel of the Federal Labor Relations Authority, and completed his federal career with 10 years of service as a Presidential appointee as the Chief Counsel to three members of the U.S. Merit Systems Protection Board. He authors both books and e-training modules. He is a founder and former President of the Federal Employment Law Training Group, LLC.
